Julius Caesar, Pope Gregory XIII and George Washington are all important figures related to Leap Day.
The reason for a leap day is predominantly because of the Catholic Church. They celebrate Easter on the first Sunday after the first full moon after the vernal equinox (this is the day when there is 12 hours of daylight and 12 hours of night). By keeping Easter at this time it approximates the ecclesiastically date of the vernal equinox with the astrological event. (Yep, I had to read it a couple of times to understand it too. Suffice to say it keeps religion and nature in sync.)
In 46 B.C., Julius Caesar introduced a calendar with 365 days plus an extra day every fourth year. This is slightly longer than a solar year (the time it takes earth to make one orbit around the sun). So Pope Gregory XIII in 1582 changed the leap year to every fourth year except century years that are not divisible by 400. So 2000 was a leap year but 2100, 2200 and 2300 will not have a February 29.
(Did You Know? There is a 1 in 1,461 chance of being born on leap day and that person is known as “leaplings or leapers”.)
Britain (not wanting to bow to the Catholic Church) did not change until 1752. To make the change they had to skip forward 11 days. This is why George Washington’s birthday was changed from Feb. 11 to Feb. 22. Russia didn’t switch until 1918 and Turkey 1925.
